UGC Regulations 2026

Main Objectives of the Rules

The purpose of these regulations is clear:

  • To set up special offices and committees to handle these issues.
  • To provide a clear way to file complaints if someone is mistreated.

Key Definitions

Here is what some of the official terms mean in simple language:

  • HEI (Higher Educational Institution): Any college or university that teaches students after high school.
  • Equity: Fairness. It means giving everyone equal access and opportunity.
  • Discrimination: Treating someone badly or unfairly because of who they are or where they come from.
  • Marginalized Groups: People who often face disadvantages, such as those from SC, ST, or OBC backgrounds, minorities, women, and people with disabilities.

New Requirements for Colleges

To follow these rules, every college must set up the following:

1. Equal Opportunity Centre (EOC) Every college must have a specific office called the Equal Opportunity Centre.

  • Role: This office works to support students who face disadvantages and ensures the college follows fair policies.

2. Equity Committee This is a group of people responsible for handling complaints.

  • Who is in it? It includes a senior academic leader, women, and representatives from SC, ST, OBC, and minority communities, as well as people with disabilities.
  • What do they do? They listen to complaints, investigate them, and recommend punishments or solutions.

3. Equity Helpline Colleges must provide a helpline number. This allows students and staff to get immediate support or information confidentially.

How to File a Complaint (Grievance Redressal)

If someone faces discrimination, there is a clear process to resolve it:

  1. File a Complaint: You can submit a complaint in writing or online.
  2. Assessment: The college checks the details of the complaint.
  3. Hearing: The Equity Committee listens to the issue.
  4. Decision: The committee recommends what action should be taken.
  5. Result: The decision is communicated to the person who complained.

The college must handle these complaints quickly and transparently. Compliance with these rules is mandatory for all institutions.
