History Shows That The Ability Of A President To Implement His Or Her Plan Is At Its Greatest In The First Few Days Of The Administration. Therefore, The Art Of Execution Entails Having A Consistent, Well-thought-out Strategy And A Committed Set Of Employees To Execute It.
Over The Past Few Election Cycles, Transition Planning By Presidential Candidates Usually Got Under Way When The Contest Started In Late Spring Or Even After Winning The Nomination Of The Party.
It Is Now Too Late. Every Four Years, The Escalating Complexibility And Federal Government Overreach Appear At A Rate Best Described As Logarithmic. If There Is To Be Any Chance That The Right Can Hope To Defeat The Administrative State And To Undo Our Federal Government, The Work Must Begin Now. In The Winter Of 1980, President-elect Ronald Reagan Received The First Mandate For Leadership From The Then Newly Established Heritage Foundation. These Conservative Think Tanks And Former Government Employees—mostly Not Associated With Heritage—knew How To Outline Agency-by-agency Policy Recommendations For The Next President.
It Was Truly This Devoted And Altruistic Group Of Campaigners, United By The Book, Who Helped Bring Reagan To The Conservative Movement; If Not For Them, Then The Revolution Which Succeeded May Never Have Taken Place. We Have Traveled Back In Time With This Volume—and Then Some.

Daren Bakst Is A Senior Fellow At The Competitive Enterprise Institute And The Deputy Director Of The Center For Energy And Environment. Daren Played A Key Role In Opening The Heritage Foundation’s New Energy And Environmental Center, Where, Ultimately, He Was A Senior Research Fellow Before Coming To Cei.
He Co-authored And Edited Heritage’s Book Farms And Free Enterprise And Oversaw The Organization’s Work On Food And Agricultural Policy For Ten Years. Jonathan Berry Is Managing Partner At Boyden Gray & Associates Pllc. He Was Responsible For Reviewing All Proposed Regulations And Regulatory Actions And Making Recommendations Concerning Regulatory And Dol Policy When He Was At The Us Department Of Labor And Acting Assistant Secretary For Policy.
He Assisted With The Confirmation Of Justice Neil Gorsuch To The Supreme Court, Many Other Justices, And Crafting Regulatory Policy At The U.s. Department Of Justice. He Served As Chief Counsel Before Joining The Trump Transition. He Also Worked As A Clerk For Judge Jerry Smith And Associate Justice Samuel Alito Of The U.s. Court Of Appeals For The Fifth Circuit. He Has Degrees From Columbia University School Of Law And Yale College.
Lindsey M. Burke Is The Director Of The Heritage Foundation’s Center For Education Policy. Burke Served On The Landing Team For Education And The Transition Steering Group For Virginia Under Governor Glenn Youngkin. Additionally, Burke Serves On The Advisory Board Of The Independent Women’s Forum’s Education Freedom Center, The George Mason University Board Of Visitors, And The Educational Freedom Institute Board.
