From 14 To 25 May 2018, The Food Safety Inspection Service In The United States Department Of Agriculture Conducted The On-site First Equivalency Verification Audit Of The Vietnam Siluriformes Fish And Fish Products Inspection System. Refer To The Attached Copy Of The Final Audit Report. Attachment To The Report Includes Comments From Nafiqad.
The Food Safety And Inspection Service (Fsis) Carried Out An Initial Onsite Equivalency Verification Audit From May 14–25, 2018, And The Results Are Detailed In This Report. The Audit’s Goal Was To Confirm Whether Vietnam’s System For Inspecting Food Safety.
Which Regulates Fish And Fish Products Of The Siluriformes Order, Protects Public Health To The Same Extent As Fsis Does In The Us And Allows The Country To Export Goods That Are Pure, Safe, Unadulterated, Appropriately Labeled, And Packaged. At The Moment, Vietnam Solely Exports Fish Products And Raw, Undamaged Siluriformes Fish.
The Six System Equivalency Components That Were The Focus Of The Audit Were:
(1) Government Oversight (Such As Organization And Administration);
(2) Government Statutory Authority And Food Safety And Other Consumer Protection Regulations (Such As Inspection System Operation, Product Standards And Labeling, And Humane Handling);
(3) Government Sanitation;
(4) Government Hazard Analysis And Critical Control Points (Haccp) System;
(5) Government Chemical Residue Testing Programs; And
(6) Government Microbiological Testing Programs. Upon Doing An Investigation Of The Data Within Each Component, No Shortcomings Were Found To Pose An Urgent Hazard To Public Health. The Following Conclusions Were Noted By The Fsis Auditors:
The Nafiqad Agreed To Implement The Immediate Responses When Presented During The Audit Exit As Well. The Nafiqad Also Provided A Letter With A Condensed Version Of How Fsis Findings Would Be Shared With The Establishments, What The Facilities Had Already Done And Program Changes.
Fsis Will Examine The Adequacy Of The Condition Report Documentation The Nafiqad Suggested And Use The Data In Any Future Equivalence Verification-related Work.
From May 14–25, 2018, A Team Of Auditors From The Usda Food Safety And Inspection Service Conducted An Audit In Vietnam Of The Fish Of The Order Siluriformes Food Safety Inspection System And Fish And Fish Products.
The Audit Began On May 14, 2018, In Hanoi, Vietnam, With An Entrance Meeting In Which Fsis Auditors Briefed Representatives From The National Agro-forestry-fisheries Quality Assurance Department, The Central Competent Authority, On The Purpose, Scope, And Methodology Of The Audit.
This Is The First Such Audit Conducted For The Purpose Of Equivalency Verification. “The Objective Of The Audit Was To Verify That The Food Safety System Overseeing Fish Of The Order Siluriformes And Their Products Is Operating In A Manner Comparable To That Of The United States, So As To Ensure That Exported Goods Are Pure, Safe, Wholesome, And Properly Packaged And Labeled.”.
Off. According To The Haccp Process Categories, Vietnam Has Certified Enterprises Eligible To Export To The Us Raw Non-intact And Raw Intact Siluriformes Fish And Fish Products. Currently, Vietnam Exports To The Us Only Raw, Intact Siluriformes Fish And Fish Products.
It Included A Review Of How Well The Country Fared With Respect To The Six Equivalency Components — Product Types And Product Quantities; Point-of-entry Inspection And Testing Results; Specific Supervision Activities Of Government Office;
Laboratory Testing Capabilities – All Of The Risk-based Approach That Fsis Implemented. It Entailed Data Sources That Are Results Of The Report From The Nafiqad With The Use Of Srt And Data Analyzed By The Fsis Or Has Gathered From March 1, 2016, To December 31, 2017.
The Audit Was Carried Out By The Auditors Of Fsis, Escorted With Representatives From Nafiqad, Covering The Entire Program. The Areas Of Effectiveness That Were Being Taken Into Consideration To Grade In These Six Areas Are The Core Elements For The Equivalence Of Systems: Government Sanitation, Government Hazard Analysis And Critical Control Points System, Government Chemical Residue Testing Programs, Government Microbiological Testing, And Hygiene Programs.

These Six Equivalency Components Were Assessed Using The Supporting Evidence Submitted By Nafiqad In Support Of The Srt Responses, As Reviewed And Analyzed For This Report.
The On-site Audit Was Conducted Through Record Reviews, Interviews, And Fsis Auditor Observations. In Terms Of Management, Administrative Activities At The Nafiqad Headquarters And One Regional Office, One Branch Office, And Eight Local Inspection Offices Were Reviewed.
The Fsis Auditors Gauged The Control Measures That Guarantee That The National Inspection, Verification And Enforcement System Was Being Executed According To Plan.
